State Legislative Overview

Alex Halper of the PA Chamber of Business and Industry’s Government Affairs team will present to the HRP of CPA membership on the following topics:

  • Overview of the Pennsylvania state legislature including election update, party breakdown, new leadership teams and dynamics between the Republican-controlled state House and Senate and Democratic Governor.

 

  • Review of employment and labor related legislation pursued and enacted during the 2019-2020 state legislative session.

 

  • Preview of employment and labor related legislative proposals potentially to be considered during the 2021-2022 state legislative session.

 

  • Highlights of dynamics at the federal level with new personnel – including at the U.S. Department of Labor and National Labor Relations Board – and a more business-hostile agenda from the incoming administration.

 

  • Thoughts and suggestions for how HR professionals, and the employer community in general, can help influence public policy.

 

Alex Halper joined the Pennsylvania Chamber of Business and Industry's Government Affairs team in 2011.

Halper serves as a lobbyist for issues including labor/employment policy, education, workforce development, local tax policy, international trade and immigration.

He serves on the Pennsylvania Minimum Wage Advisory Board, Pennsylvania Partnerships for Children Board of Directors, Pennsylvania Workers' Compensation Advisory Council and the Governing Board of the Pennsylvania Compensation Rating Bureau.

Prior to joining the PA Chamber, Halper served as a legislative assistant in Washington, D.C. to former U.S. Sen. Arlen Specter. In this capacity, he worked on numerous areas of public policy, including transportation and infrastructure, homeland security and appropriations. 

Originally from Allentown, Halper graduated from the George Washington University in 2006 with a bachelor's degree in Political Science. 

This meeting has been approved through SHRM for 1.5 Professional Development Credits (PDCs) and through HRCI for 1.5 Business/Strategic credits.
